Amends the Congressional Budget Act of 1974 to revise the current requirement that the Director of the Congressional Budget Office (CBO) prepare an estimate for a bill or joint resolution of the cost which would be incurred in carrying out such legislation in the fiscal year in which it is to become effective and in each of the 4 ensuing fiscal years. Increases from 4 to 19 the number of ensuing fiscal years. (Thus requires 20-year instead of 5-year CBO cost estimates for legislation.)
Makes a conforming amendment to the Rules of the House of Representatives.

A BILL
To amend the Congressional Budget Act of 1974 to require 20-year
Congressional Budget Office cost estimates for bills or joint
resolutions.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. CONGRESSIONAL BUDGET OFFICE COST ESTIMATES.
Paragraph (1) of section 402 of the Congressional Budget Act of
1974 is amended by striking ``4 fiscal years'' and inserting ``19
fiscal years''.
SEC. 2. CONFORMING AMENDMENT TO THE RULES OF THE HOUSE OF
REPRESENTATIVES.
Clause 3(d)(1)(A) of rule XIII of the Rules of the House of
Representatives is amended by striking ``five'' each place it appears
and inserting ``20''.
