Freedom of Travel Act of 2013 - Prohibits the Transportation Security Administration (TSA) of the Department of Homeland Security (DHS) from performing any security screening operations except: (1) screening passengers and property; and (2) prescribing standards for the employment of air carrier personnel and, as appropriate, airport security personnel. Nullifies any Act authorizing the TSA to perform any other security screening operations.
Amends the Implementing Recommendations of the 9/11 Commission Act of 2007 to repeal the authority of the DHS Secretary, acting through the TSA Administrator, to develop Visible Intermodal Prevention and Response (VIPR) teams to augment security of public transportation.

A BILL
To prohibit the Transportation Security Administration from performing
security screening operations for surface transportation, and for other
purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Freedom of Travel Act of 2013''.
SEC. 2. LIMITATION ON AUTHORITIES OF THE TRANSPORTATION SECURITY
ADMINISTRATION.
(a) Prohibition.--Notwithstanding any other provision of law, the
Transportation Security Administration may not perform security
screening operations other than pursuant to sections 44901 and 44935 of
title 49, United States Code.
(b) Nullification of Other Federal Laws.--Any Act authorizing the
Transportation Security Administration to perform security screening
operations not described in subsection (a) shall have no force or
effect.
(c) VIPR Teams.--Section 1303 of Implementing Recommendations of
the 9/11 Commission Act of 2007 (6 U.S.C. 1112; Public Law 110-53), and
the item relating to such section in the table of contents in section
1(b) of such Act, are repealed.
