Protect Patient Access to Quality Health Professionals Act of 2013 - Amends the Public Health Service Act to remove prohibitions enacted under the Patient Protection and Affordable Care Act that prohibit a health plan from discriminating with respect to participation under the plan or coverage against any health care provider who is acting within the scope of that provider's license or certification under applicable state law.

A BILL
To amend title XXVII of the Public Health Service Act to remove the
non-discrimination requirements relating to health care providers.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Protect Patient Access to Quality
Health Professionals Act of 2013''.
SEC. 2. REMOVING NON-DISCRIMINATION REQUIREMENTS RELATING TO HEALTH
CARE PROVIDERS.
Section 2706 of the Public Health Service Act (42 U.S.C. 300gg-5)
is amended by striking ``non-discrimination in health care'' and all
that follows through ``The provisions of section 1558'' and inserting
the following: ``non-discrimination in health care.
``The provisions of section 1558''.
