State and Local Predatory Towing Enforcement Act - Waives federal preemption to allow states to regulate tow truck operations performed without the prior consent or authorization of the owner or operator of the towed motor vehicle.
(Currently, states are allowed to regulate only the price of for-hire motor vehicle transportation by a tow truck, if such transportation is performed without the prior consent or authorization of the owner or operator of the motor vehicle.)

A BILL
To amend title 49, United States Code, to allow States to regulate tow
truck operations.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``State and Local Predatory Towing
Enforcement Act''.
SEC. 2. REGULATION OF TOW TRUCK OPERATORS.
Section 14501(c)(2)(C) of title 49, United States Code, is amended
by striking ``the price of'' and all that follows through
``transportation is'' and inserting ``the regulation of tow truck
operations''.
