 To prohibit the National Science Foundation from providing financial 
        support for travel to Antarctica by writers and artists.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. PROHIBITION.

    The National Science Foundation may not provide financial support 
for travel to Antarctica by writers and artists.
