Protecting American Jobs and Exports Act - Amends the Export-Import Bank Act of 1945 to reauthorize the Export-Import Bank of the United States through FY2021.
Extends through FY2021 and gradually increases (with a specified exception) the Bank's aggregate outstanding loan, guarantee, and insurance authority.
Extends through FY2021 Bank authority to provide financing for the export of nonlethal defense articles or services whose primary end use will be for civilian purposes.

A BILL
To reauthorize the Export-Import Bank of the United States for 7 years,
and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Protecting American Jobs and Exports
Act''.
SEC. 2. GENERAL EXTENSION OF AUTHORITY.
Section 7 of the Export-Import Bank Act of 1945 (12 U.S.C. 635f) is
amended by striking ``2014'' and inserting ``2021''.
SEC. 3. INCREASES IN LIMITATIONS ON OUTSTANDING LOANS, GUARANTEES, AND
INSURANCE.
Section 6(a)(2) of the Export-Import Bank Act of 1945 (12 U.S.C.
635e(a)(2)) is amended to read as follows:
``(2) Applicable amount.--In this subsection, the term
`applicable amount' means--
``(A) during fiscal year 2014, $140,000,000,000;
``(B) during fiscal year 2015, $145,000,000,000;
``(C) during fiscal year 2016, $150,000,000,000;
``(D) during fiscal year 2017, $155,000,000,000;
``(E) during fiscal year 2018, $160,000,000,000;
``(F) during fiscal year 2019, $165,000,000,000;
``(G) during fiscal year 2020, $170,000,000,000;
and
``(H) during fiscal year 2021, $175,000,000,000,
except that, with respect to each such fiscal year, if the rate
calculated under section 8(g)(1) is more than 2 percent for the quarter
ending with the beginning of the fiscal year, or for any quarter in the
fiscal year, then the dollar amount in effect under this paragraph for
the fiscal year shall be the amount so in effect for the then most
recent fiscal year in which the rate never exceeded 2 percent.''.
SEC. 4. DUAL USE EXPORTS.
Section 1(c) of Public Law 103-428 (12 U.S.C. 635 note) is amended
by striking ``2014'' and inserting ``2021''.
SEC. 5. EFFECTIVE DATE.
The amendments made by this Act shall take effect on October 1,
2014.
