To repeal the Advanced Technology Vehicles Manufacturing Incentive Program.

This bill prohibits the Department of Energy (DOE) from making any additional awards or loans under the Advanced Technology Vehicles Manufacturing Incentive Program established by the Energy Independence and Security Act of 2007.

Upon the repayment, in accordance with loan agreement terms, of all loans made before enactment of this Act, DOE authority and requirements for the entire program shall be repealed.

  To repeal the Advanced Technology Vehicles Manufacturing Incentive 
                                Program.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. ADVANCED TECHNOLOGY VEHICLES MANUFACTURING INCENTIVE PROGRAM 
              REPEAL.

    (a) Cessation of Authority.--Effective on the date of enactment of 
this Act, the Secretary of Energy may not make any additional awards or 
loans under section 136 of the Energy Independence and Security Act of 
2007 (42 U.S.C. 17013).
    (b) Repeal.--Upon the repayment, in accordance with the terms of 
the loan agreements, of all loans made before the date of enactment of 
this Act under subsection (d) of such section, section 136 of the 
Energy Independence and Security Act of 2007 (42 U.S.C. 17013) is 
repealed.
