This bill authorizes child care providers to use payments received through the Child Care and Development Fund for mental health supports for children in the provider's care and employees of the provider.

A BILL
To permit child care providers that receive payment for services
provided under the Child Care and Development Block Grant Act of 1990
to use a portion of such payment to purchase mental health supports
necessary to protect the health of participating children and child
care workers.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Children's Mental Health Care Access
Act of 2020''.
SEC. 2. AUTHORITY TO PURCHASE MENTAL HEALTH SUPPORTS TO PROTECT
CHILDREN WHO RECEIVE CERTAIN CHILD CARE SERVICES.
A child care provider who receives payment for services provided
under the Child Care and Development Block Grant Act of 1990 (42 U.S.C.
9857 et seq.) may use a portion of such payment to purchase mental
health supports necessary to protect the health of children who receive
such services and child care workers who provide such services.
