Infrastructure Grant Security Act
This bill prohibits use of Strengthening Mobility and Revolutionizing Transportation grants to purchase, lease, or operate drones or other unmanned aircraft systems that are manufactured by companies subject to Chinese control or influence. (These grants support demonstration projects to support improved transportation efficiency and safety through the use of advanced smart city or community technologies and systems.)

A BILL
To prohibit the use of certain grants from being used to procure
unmanned aircraft systems manufactured by Chinese companies, and for
other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Infrastructure Grant Security Act''.
SEC. 2. PROHIBITION ON ACQUISITION OR OPERATION OF CHINESE MANUFACTURED
UAS USING SMART GRANT FUNDS.
Section 25005(e)(3) of the Infrastructure Investment and Jobs Act
(Public Law 117-58) is amended--
(1) in subparagraph (B) by striking ``or'' at the end;
(2) in subparagraph (C) by striking the period at the end
and inserting ``; or''; and
(3) by adding at the end the following:
``(D) to purchase, lease, or operate an unmanned
aircraft system (as defined in section 44801 of title
49, United States Code) manufactured by--
``(i) an entity domiciled in the People's
Republic of China; or
``(ii) an entity, or a subsidiary or
affiliate of an entity, that is subject to
influence or control by--
``(I) the Government of the
People's Republic of China; or
``(II) the Chinese Communist
Party.''.
