Returning Amtrak To Economic Sustainability Act or the RATES Act
This bill revises the mission and goals of Amtrak. It encourages an economically sustainable intercity and commuter passenger rail system and requires Amtrak to ensure route profitability proportional to the federal share of investment.

A BILL
To amend title 49, United States Code, to encourage economic
sustainability of intercity passenger rail service, and for other
purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Returning Amtrak To Economic
Sustainability Act'' or the ``RATES Act''.
SEC. 2. AMTRAK MISSION AND GOALS.
(a) Findings.--Section 24101(a)(5) of title 49, United States Code,
is amended by striking ``Modern'' and inserting ``Economically
sustainable''.
(b) Mission.--Section 24101(b) of title 49, United States Code, is
amended by inserting ``, while ensuring route profitability
proportional to the Federal share of investment,'' before ``consisting
of high quality''.
(c) Goals.--Section 24101(c)(1) of title 49, United States Code, is
amended by striking ``use its best business judgment in acting to''.
