Reinforcing Every Final Order of Removal Measure Act of 2022 or the REFORM Act of 2022
This bill imposes additional requirements pertaining to a foreign country that refuses to accept (or unreasonably delays in accepting) its citizens, nationals, subjects, or residents who are subject to a final order of removal from the United States.

A BILL
To amend the Immigration and Nationality Act to provide increased
penalties for a country that denies or delays accepting 2,000 aliens
who are nationals of that country, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Reinforcing Every Final Order of
Removal Measure Act of 2022'' or the ``REFORM Act of 2022''.
SEC. 2. DISCONTINUING GRANTING VISAS TO NATIONALS OF COUNTRY DENYING OR
DELAYING ACCEPTING ALIEN.
Section 243(d) of the Immigration and Nationality Act (8 U.S.C.
1253(d)) is amended--
(1) by striking ``Attorney General'' each place it appears
and inserting ``Secretary of Homeland Security'';
(2) by striking ``On being'' and inserting ``(1) individual
violation--On being''; and
(3) by adding at the end the following:
``(2) Aggregate violations.--
``(A) 10 or more violations.--
``(i) Duties of secretary of homeland
security.--If the Secretary of Homeland
Security determines that 10 or more citizens,
subjects, nationals, or residents of a foreign
country are present in the United States, with
respect to whom the foreign country has denied
or unreasonably delayed accepting after being
asked to accept such aliens by the Secretary of
Homeland Security under this section, the
Secretary of Homeland Security shall notify the
Secretary of State.
``(ii) Duties of secretary of state.--The
Secretary of State shall, not later than 30
days after being notified under clause (i),
order consular officers in that foreign country
to discontinue granting immigrant visas or
nonimmigrant visas, or both, to citizens,
subjects, nationals, and residents of that
country until the Secretary of Homeland
Security notifies the Secretary of State that
the country has accepted all such citizens,
subjects, nationals, and residents.
``(B) 2,000 or more violations.--
``(i) Duties of secretary of homeland
security.--If the Secretary of Homeland
Security determines that 2,000 or more
citizens, subjects, nationals, or residents of
a foreign country are present in the United
States, with respect to whom the foreign
country has denied or unreasonably delayed
accepting after being asked to accept such
aliens by the Secretary of Homeland Security
under this section, the Secretary of Homeland
Security shall notify the Secretary of State.
``(ii) Duties of secretary of state.--The
Secretary of State shall, not later than 30
days after being notified under clause (i),
order consular officers in that foreign country
to discontinue granting all immigrant visas or
all nonimmigrant visas, or both, to citizens,
subjects, nationals, and residents of that
country until the Secretary of Homeland
Security notifies the Secretary of State that
the country has accepted not less than half of
such aliens, and has demonstrated a reliable
and repeated process to ensure that the country
will not deny or unreasonably delay accepting
its citizens, subjects, nationals, and
residents after being asked to accept such an
alien by the Secretary of Homeland Security
under this section.''.
