                                 A BILL


 
  To prohibit Federal financial participation under Medicaid for non-
emergency transportation provided to access services for which Federal 
                 financial participation is prohibited.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Defunding Abortion Transportation 
Act''.

SEC. 2. LIMITATION ON FEDERAL FINANCIAL PARTICIPATION UNDER MEDICAID 
              FOR CERTAIN NON-EMERGENCY TRANSPORTATION.

    (a) In General.--Section 1903(i)(9) of the Social Security Act (42 
U.S.C. 1396b(i)(9)) is amended--
            (1) by striking ``(9) With respect to'' and inserting 
        ``(9)(A) With respect to'';
            (2) by striking at the end ``or'' and inserting ``and''; 
        and
            (3) by adding at the end the following new subparagraph:
            ``(B) with respect to any amount expended for non-emergency 
        transportation authorized under section 1902(a)(4) if such 
        transportation is for providing access to medical care or a 
        service for which Federal financial participation is 
        prohibited; or''.
    (b) Conforming Amendment.--Section 1902(a)(70) of the Social 
Security Act is amended by inserting ``, subject to section 
1903(i)(9)(B),'' after ``at the option of the State''.
    (c) Effective Date.--The amendments made by this section shall 
apply to transportation furnished on or after the date of the enactment 
of this Act.
