Agricultural Management Assistance Modernization Act of 2022
This bill revises the National Institute of Food and Agriculture's education and agricultural risk management assistance program. The bill expands the targets of the program to include crop insurance providers, allows nonprofit organizations to receive grants, and allows grantees to use financial assistance for soil health improvements, among other uses.

A BILL
To amend the Federal Crop Insurance Act with respect to education and
risk management assistance, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Agricultural Management Assistance
Modernization Act of 2022''.
SEC. 2. EDUCATION AND RISK MANAGEMENT ASSISTANCE.
Section 524 of the Agricultural Adjustment Act of 1938 (7 U.S.C.
1524) is amended--
(1) in subsection (a)--
(A) in paragraph (2)(A)--
(i) by striking ``and colleges or
universities'' and inserting ``colleges or
universities, and nonprofit organizations'';
(ii) by inserting ``and approved crop
insurance providers'' after ``educating
agricultural producers'';
(iii) by inserting ``, including language
translation services when appropriate,'' after
``technical assistance''; and
(iv) by inserting ``food safety,'' after
``production diversification,'';
(B) in paragraph (3)--
(i) in the matter before subparagraph (A),
by striking ``and outreach'' and inserting
``outreach, and language translation'';
(ii) in subparagraph (E), by striking
``and'' at the end;
(iii) in subparagraph (F), by striking the
period at the end and inserting ``; and''; and
(iv) by adding at the end the following:
``(G) Federal crop insurance providers, especially
with respect to the availability of whole farm
insurance plans under section 522(c)(7).''; and
(C) in paragraph (4), by striking ``paragraph
(3)(E)'' and inserting ``subparagraphs (E) and (G) of
paragraph (3)''; and
(2) in subsection (b)--
(A) in paragraph (2)--
(i) in subparagraph (C)--
(I) in the matter before clause
(i), by striking ``production or
marketing diversification or'';
(II) in clause (ii), by inserting
``areawide'' before ``integrated'';
(III) in clause (iii), by striking
``or'' at the end;
(IV) by striking clause (iv); and
(V) by inserting after clause (iii)
the following:
``(iv) soil health improvements;
``(v) perennial crop establishment,
including establishment of agroforestry
systems;
``(vi) integration of livestock;
``(vii) aerobic composting of crop and
livestock waste; or
``(viii) other conservation practices
determined by the Secretary to reduce farms'
risk of financial loss due to the regional
impacts of climate change;'';
(ii) by redesignating subparagraphs (D)
through (F) as subparagraphs (E) through (G),
respectively;
(iii) by inserting after subparagraph (C)
the following:
``(D) mitigate financial risk through production or
marketing diversification, including--
``(i) developing or implementing a plan to
create marketing opportunities for the
producer, including through value-added
processing;
``(ii) developing or implementing a plan to
establish market infrastructure for the
producer to support enterprise diversification,
including drying and storage facilities for
small grains from resource-conserving crop
rotations;
``(iii) organic farming; and
``(iv) food safety certification;''; and
(iv) in subparagraph (G), as so
redesignated, by striking ``through (E)'' and
inserting ``through (F)'';
(B) in paragraph (3), by striking ``any year may
not exceed $50,000'' and insert ``any 5-year period may
not exceed $200,000'';
(C) in paragraph (4)--
(i) by amending subparagraph (B) to read as
follows:
``(B) Funding.--The Commodity Credit Corporation
shall make available to carry out this subsection not
less than $30,000,000 for each fiscal year.''; and
(ii) in subparagraph (C)--
(I) in clause (ii), by striking
``provide'' and inserting ``carry out
subparagraph (D), including
providing''; and
(II) in clause (iii), by striking
``subparagraph'' and inserting
``subparagraphs (E) and''; and
(D) by adding at the end the following:
``(5) Authorization of appropriations.--In addition to the
funds made available under paragraph (4)(B), there is
authorized to be appropriated to carry out this subsection
$20,000,000 for fiscal year 2023 and each fiscal year
thereafter, to remain available until expended.''.
