following bill; which was referred to the Committee on Foreign Affairs, 
  and in addition to the Committees on Armed Services, and Financial 
Services, for a period to be subsequently determined by the Speaker, in 
   each case for consideration of such provisions as fall within the 
                jurisdiction of the committee concerned

To require the removal of United States Armed Forces from Saudi Arabia, 
                        and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Strained Partnership Act''.

SEC. 2. REMOVAL OF UNITED STATES ARMED FORCES FROM SAUDI ARABIA.

    (a) Removal.--All United States Armed Forces and equipment, 
including Patriot missile batteries and the Terminal High Altitude Area 
Defense (THAAD) system, shall be removed from the Kingdom of Saudi 
Arabia by not later than 90 days after the date of the enactment of 
this Act.
    (b) Relocation of Equipment.--Patriot missile batteries and the 
Terminal High Altitude Area Defense system relocated pursuant to 
subsection (a) shall, to the extent practicable, be relocated to 
another location or locations in the Middle East, with the priority 
mission of protecting United States Armed Forces.

SEC. 3. REPORT.

    Not later than 30 days after the date of the enactment of this Act, 
the Secretary of the Treasury and the Secretary of State shall jointly 
develop and submit to Congress a report on actions taken by the 
Government of the United Arab Emirates--
            (1) to mitigate money laundering and sanctions evasion by 
        persons linked to Russian Federation President Vladimir Putin, 
        including persons sanctioned by the United States Government 
        under authorities relating to corruption, human rights abuses, 
        and malign actions in Ukraine;
            (2) to stabilize oil markets with actions designed to help 
        consumers in the United States, Europe, and developing 
        countries mitigate oil price increases, particularly during the 
        coming winter, caused by the decision of the Organization of 
        the Petroleum Exporting Countries (OPEC) to cut oil production; 
        and
            (3) to decrease or maintain its own energy production and 
        exports since OPEC's decision.
                                 <all>
