  To amend title 10, United States Code, to improve the annual budget 
      assessment relating to electromagnetic spectrum operations 
                             capabilities.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Joint Electromagnetic Spectrum 
Operations Modeling and Simulation Act of 2024''.

SEC. 2. MODIFICATION TO ANNUAL ASSESSMENT OF BUDGET WITH RESPECT TO 
              ELECTROMAGNETIC SPECTRUM OPERATIONS CAPABILITIES.

    Section 503 of chapter 25 of title 10, United States Code, is 
amended by adding at the end the following new paragraph:
            ``(3) The development of a capability for modeling and 
        simulating multi-domain joint electromagnetic spectrum 
        operations to--
                    ``(A) assess the ability of the joint force to 
                conduct such operations in support of the operational 
                plans of the combatant commands; and
                    ``(B) inform improvements to such operations.''.
