Traditional Passport Act or the TPA Act
This bill requires the Department of State to only permit passport applicants to select a gender designation that matches their biological gender. In addition, the gender designation may only be either male or female.
The bill defines biological gender as the biological classification of the applicant as of the male or female sex in the context of reproductive potential or capacity as indicated by sex chromosomes, naturally occurring sex hormones, gonads, and nonambiguous internal and external genitalia present at birth.

A BILL
To prohibit the issuance of a passport with any gender designation
other than ``male'' or ``female'', and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Traditional Passport Act'' or the
``TPA Act''.
SEC. 2. PROHIBITION.
(a) In General.--The Secretary of State may not issue any passport
that contains a gender designation other than ``male'' or ``female'',
and may permit applicants for passports to select, between such
designations, only the designation that matches the biological gender
of the applicant.
(b) Definition of Biological Gender.--For purposes of the
prohibition in this section, the biological gender of an individual
means the biological classification of the individual as of the male or
female sex in the context of reproductive potential or capacity, as
indicated by sex chromosomes, naturally occurring sex hormones, gonads,
and nonambiguous internal and external genitalia present at birth.
