                                 A BILL


 
  To require the Comptroller General of the United States to submit a 
 report on the effects of the fentanyl crisis, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Fentanyl Crisis Research and 
Evaluation Act''.

SEC. 2. REPORT ON THE FENTANYL CRISIS.

    (a) In General.--Not later than one year after the date of the 
enactment of this Act, the Comptroller General of the United States 
shall submit to Congress a report on the fentanyl crisis.
    (b) Report.--The report shall include information related to the 
fentanyl crisis, including the following:
            (1) The effects, and implications of such effects, on--
                    (A) the general labor market, disaggregated by race 
                and gender, including--
                            (i) the unemployment rate;
                            (ii) the employment to total population 
                        ratio;
                            (iii) the population that is age 16 or 
                        older; and
                            (iv) the population that is not younger 
                        than age 25 or older than age 54;
                    (B) industry sectors, such as construction and 
                finance;
                    (C) Federal tax revenue;
                    (D) means-tested Federal benefits programs, 
                including Medicaid;
                    (E) Federal health programs, including Medicare;
                    (F) housing instability, including evictions, 
                foreclosures, and homelessness, and the economic effect 
                on individuals experiencing such instability; and
                    (G) State finances, including the resulting effect 
                on the Federal Government.
            (2) Information on--
                    (A) the availability of each Federally assisted 
                rental housing program to individuals with a known drug 
                conviction;
                    (B) the number of individuals age 18 or younger who 
                have died from a fentanyl overdose; and
                    (C) actions the Federal Government can take to--
                            (i) mitigate the burden of the fentanyl 
                        crisis on States; and
                            (ii) efficiently address such crisis.
    (c) Definitions.--In this Act:
            (1) Federally assisted rental housing.--The term 
        ``Federally assisted rental housing'' means a residential 
        dwelling unit that is made available for rent and for which 
        assistance is provided, or that is part of a housing project 
        for which assistance is provided, under any program 
        administered by the Secretary of Housing and Urban Development 
        or the Secretary of Agriculture.
            (2) State.--The term ``State'' means each of the 50 States.
