Coast Guard Academy Safe-to-Report Parity Act
This bill extends a requirement for specified military departments to establish a safe-to-report policy to the Coast Guard Academy. Under the bill, the Coast Guard must establish a policy that addresses the handling of minor collateral misconduct involving a servicemember or cadet who is the alleged victim of sexual assault. The policy must specify aggravating circumstances that increase the gravity or impact of the minor collateral misconduct. The bill also requires the Coast Guard to track incidents subject to the safe-to-report policy.

A BILL
To amend the William M. (Mac) Thornberry National Defense Authorization
Act for Fiscal Year 2021 to include the Coast Guard Academy in the
safe-to-report minor collateral misconduct policy of the Armed Forces.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Coast Guard Academy Safe-to-Report
Parity Act''.
SEC. 2. APPLICABILITY OF SAFE-TO-REPORT MINOR COLLATERAL MISCONDUCT
POLICY OF THE ARMED FORCES TO THE COAST GUARD ACADEMY.
Section 539A of the William M. (Mac) Thornberry National Defense
Authorization Act for Fiscal Year 2021 (Public Law 117-283; 10 U.S.C.
1561 note) is amended--
(1) in subsection (a), by inserting ``(and, with respect to
the Coast Guard Academy, the Secretary of the department in
which the Coast Guard is operating)'' after ``Secretary of
Defense''; and
(2) in subsection (e)(2), by adding at the end the
following new subparagraph:
``(D) The United States Coast Guard Academy.''.
