IN THE HOUSE OF REPRESENTATIVES

Mr. Fitzgerald (for himself, Mr. Meeks, Mr. Nunn of Iowa, and Ms. Dean
of Pennsylvania) introduced the following bill; which was referred to
the Committee on Financial Services, and in addition to the Committee
on the Judiciary, for a period to be subsequently determined by the
Speaker, in each case for consideration of such provisions as fall
within the jurisdiction of the committee concerned

A BILL
To expand the investigative authorities of the United States Secret
Service, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Combating Money Laundering in Cyber
Crime Act of 2024''.
SEC. 2. EXPANSION OF UNITED STATES SECRET SERVICES INVESTIGATIVE
AUTHORITIES.
Section 3056(b) of title 18, United States Code, is amended--
(1) in paragraph (1), by striking ``or 879'' and inserting
``879, or 1960''; and
(2) in paragraph (2), by striking ``or'' at the end;
(3) in paragraph (3)--
(A) by striking ``federally insured'';
(B) by inserting ``(as such term is defined in
section 5312 of title 31)'' after ``institution''; and
(C) by striking the period at the end and inserting
``; or''; and
(4) by adding at the end the following:
``(4) section 5324 of title 31, except that the authority
conferred by this paragraph shall be exercised subject to the
agreement of the Attorney General and the Secretary of Homeland
Security and shall not affect the authority of any other
Federal law enforcement agency with respect to those laws.''.
SEC. 3. FINCEN EXCHANGE.
Section 310(d)(3)(A) of title 31, United States Code, is amended by
striking ``next 5 years'' and inserting ``next 10 years''.
SEC. 4. INTERNATIONAL FINANCIAL INSTITUTIONS.
Section 7125(b) of division F of the National Defense Authorization
Act for Fiscal Year 2020 (22 U.S.C. 262p-13 note; Public Law 116-92) is
amended by striking ``5'' and inserting ``10''.
