 which was referred to the Committee on the Judiciary, and in addition 
      to the Committee on Energy and Commerce, for a period to be 
subsequently determined by the Speaker, in each case for consideration 
  of such provisions as fall within the jurisdiction of the committee 
                               concerned

 To authorize proceeds from any sale or any moneys forfeited under the 
Controlled Substances Act to be used for the Substance Use Prevention, 
 Treatment, and Recovery Services Block Grant, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Fentanyl Seizure and Health Recovery 
Act''.

SEC. 2. USE OF MONEYS FORFEITED UNDER THE CONTROLLED SUBSTANCES ACT.

    Section 511(e)(2)(A) of the Controlled Substances Act (21 U.S.C. 
881(e)(2)(A)) is amended--
            (1) in clause (i), by striking ``and'';
            (2) in clause (ii), by striking the period and inserting 
        ``; and''; and
            (3) by adding at the end the following:
                    ``(iii) the expenses incurred under subpart II of 
                part B of title XIX of the Public Health Service Act in 
                the case that such sale or moneys are forfeited by a 
                cartel known to produce or distribute opioid products, 
                including fentanyl.''.
