  Ms. Porter introduced the following bill; which was referred to the 
Committee on Foreign Affairs, and in addition to the Committee on Armed 
Services, for a period to be subsequently determined by the Speaker, in 
   each case for consideration of such provisions as fall within the 
                jurisdiction of the committee concerned

 To modify the definitions of congressional committees under the Leahy 
                                 laws.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Expanding Security Assistance 
Notification Act''.

SEC. 2. MODIFICATION OF DEFINITIONS OF CONGRESSIONAL COMMITTEES UNDER 
              THE LEAHY LAWS.

    For purposes of--
            (1) section 362 of title 10, United States Code, the term 
        ``appropriate committees of Congress'' shall include the 
        Committee on Oversight and Accountability of the House of 
        Representatives and the Committee on Homeland Security and 
        Governmental Affairs of the Senate; and
            (2) section 620M of the Foreign Assistance Act of 1961 (22 
        U.S.C. 2378d), the term ``appropriate congressional 
        committees'' shall include the Committee on Oversight and 
        Accountability of the House of Representatives and the 
        Committee on Homeland Security and Governmental Affairs of the 
        Senate.
