                               RESOLUTION


 
 Expressing the sense of the House of Representatives that an ``all-of-
   the-above'' energy strategy is the most viable approach to energy 
                                policy.

Whereas global energy consumption is predicted to increase by 50 percent by 
        2050, with petroleum and other liquid fuels remaining the largest energy 
        source;
Whereas oil and gas revenues from production on Federal land for fiscal year 
        2022 totaled $7,600,000,000 for onshore and $6,300,000,000 for the 
        offshore Gulf of Mexico;
Whereas oil and gas revenues provide billions of dollars annually to States for 
        critical infrastructure, public safety, local schools, hospitals, and 
        other essential services;
Whereas the United States produces some of the cleanest barrels of oil in the 
        world, especially oil produced in the Gulf of Mexico, which has the 
        carbon intensity of one-half that of other producing regions;
Whereas, since 2005, two-thirds of the power sector greenhouse gas emissions 
        reductions have been driven by increased natural gas production;
Whereas the United States has reduced its methane emissions by more than 10 
        percent due to increased innovation and utilization of natural gas;
Whereas United States natural gas exports to the European Union reduce the 
        European Union's reliance on Russian energy in a time of war;
Whereas United States companies provided 50 percent of Europe's liquefied 
        natural gas supplies in 2022, along with 12 percent of its oil;
Whereas increased domestic usage of natural gas will reduce United States 
        dependence on foreign energy and strengthen national security;
Whereas United States dependence on mineral imports has doubled over the past 20 
        years;
Whereas less than half of the mineral needs of the manufacturing industry of the 
        United States are met by minerals that were domestically mined, and 
        permitting delays result in imports from other countries, primarily 
        geopolitical adversaries;
Whereas domestically mined minerals are sourced with safe labor conditions in a 
        manner that prioritizes environmental impact;
Whereas demand for graphite, lithium, and cobalt is estimated to increase by 500 
        percent by 2050;
Whereas China is the leader in global production of the minerals market, often 
        utilizing slave labor;
Whereas nuclear power plants have produced 778,000,000,000 kilowatt hours of 
        electricity in 2021;
Whereas nuclear energy has generated roughly 20 percent of the electricity used 
        in the United States since 1990;
Whereas nuclear reactors provide the United States with 78 percent of its 
        carbon-free electricity;
Whereas nuclear power plants are highly reliable and consistently operate over 
        92 percent of the time in 30 different States;
Whereas United States nuclear plants are more than 100 times safer than the 
        safety goals set by nuclear regulators for such nuclear power plants;
Whereas the infrastructure and facilities of nuclear power plants are durably 
        designed to be a vital baseload energy supplier in periods of extreme 
        weather events;
Whereas the United States has abundant coal reserves, including a demonstrated 
        reserve base estimated to contain 475,000,000,000 short tons;
Whereas United States coal resources are used to generate almost 20 percent of 
        the country's electricity at a consumer friendly cost;
Whereas hydropower is a source of emissions-free, baseload power that accounts 
        for 6 percent of total United States electricity generation, enough to 
        power over 24,000,000 homes;
Whereas hydropower is dependable, flexible, and able to restart the electric 
        system after major outages;
Whereas communities, both rural and metropolitan, in the Western United States 
        rely on hydropower as a vital energy source;
Whereas corn-based ethanol and renewable diesel are proven to lower greenhouse 
        gas emissions while providing cost relief for American consumers;
Whereas renewable sources of energy account for 11 percent of domestic energy 
        consumption; and
Whereas solar and wind produce zero-emission electricity and are a necessary 
        piece of an ``all-of-the-above'' energy approach, so long as the panels 
        and turbines are produced in the United States and not sourced from 
        economic adversaries: Now, therefore, be it
    Resolved, That it is the sense of the House of Representatives 
that--
            (1) an ``all-of-the-above'' approach to energy is the most 
        viable approach to American energy independence;
            (2) energy security is an issue of national security; and
            (3) increased domestic energy production will result in 
        lower energy prices for American consumers.
