RESOLUTION
Underscoring continued support for the people of Ukraine in their fight
against Russia's aggression, reiterating support for Ukraine's
independence, sovereignty, and territorial integrity within its
internationally recognized borders and its territorial waters, and
calling for justice for all atrocity crimes committed by members of
Russia's forces in Ukraine.
Whereas, on February 24, 2022, the Russian Federation initiated a full-scale
invasion of Ukraine, following on its invasion of Ukraine's Crimea
region and other territories in eastern Ukraine in 2014;
Whereas the people of Ukraine have fought bravely and heroically for their
independence, sovereignty, territorial integrity, and political
independence, including their choice of democracy for Ukraine;
Whereas the Russian Federation's full-scale invasion of Ukraine has caused
immense human suffering within Ukraine and around the world, and fueled
conflicts within the internationally recognized borders of Ukraine,
Georgia, and Moldova and violated their territorial integrity, resulting
in Russia's occupation of parts of eastern and southern Ukraine,
Ukraine's Crimean Peninsula and the city of Sevastopol, and Georgia's
regions of Abkhazia and South Ossetia as well as a violation of its
neighbors;
Whereas the Lukashenka regime in Belarus is complicit in Russia's full-scale
invasion of Ukraine and has allowed the Russian military to use
Belarusian territory to attack Ukraine;
Whereas the direct targeting of civilians and civilian infrastructure is a
violation of international law, and Russia's attacks have resulted in
the death of countless Ukrainian civilians across the country;
Whereas the Russian Federation's full-scale invasion of Ukraine has resulted in
the displacement of millions of Ukrainian civilians both internally and
abroad, disproportionally affecting the lives of women and children in
Ukraine;
Whereas the Russian Federation's full-scale invasion of Ukraine has impeded the
export of vital global food supplies resulting in increased food
insecurity for the world's most vulnerable populations;
Whereas the Russian Federation's military tactics and calculations have led to
outright failure in Ukraine;
Whereas an immense amount of compelling evidence has already been collected
indicating that members of the Russian military have committed a wide
variety of atrocity crimes in Ukraine and against the Ukrainian people;
Whereas efforts to achieve justice and accountability for atrocity crimes
committed by members of Russia's forces in Ukraine have been organized
on a national and international level; and
Whereas the Russian Federation's unprecedented full-scale invasion of Ukraine
has reached a critical point requiring immediate and decisive action by
the international community: Now, therefore, be it
Resolved, That the House of Representatives--
(1) condemns in the strongest terms the Russian
Federation's full-scale invasion of Ukraine;
(2) calls on the Russian Federation to cease its war of
aggression against Ukraine and remove all of its troops from
the internationally recognized borders of Ukraine;
(3) supports the people of Ukraine in their defense of
their country's freedom, independence, and democracy;
(4) recognizes the immense bravery and resilience shown by
the people of Ukraine in the face of Russia's unbridled
aggression;
(5) underscores Ukraine's sovereignty and territorial
integrity within its internationally recognized borders;
(6) reaffirms that the United States will never recognize
the Russian Federation's illegal and illegitimate attempted
annexation of Ukraine's territory;
(7) underscores the need for increased punitive actions, in
coordination with United States allies and partners, against
Russia in response to the full-scale invasion of Ukraine and
occupation of sovereign territory of Ukraine;
(8) strongly supports the seizure of frozen Russian
sovereign assets for use by Ukraine, including for its recovery
and reconstruction;
(9) underscores the urgent need for increased security
assistance to Ukraine;
(10) calls for justice and accountability for all
responsible for serious violations of international
humanitarian law and gross violations of internationally
recognized human rights in Ukraine; and
(11) urges United States allies and partners to increase
their assistance to Ukraine and continue to stand together in
support of the people of Ukraine in their defense of their
country's freedom, independence, and democracy.
