Communities Helping Invest through Property and Improvements Needed for Veterans Act or the CHIP IN for Veterans Act
This bill makes permanent, starting December 16, 2026, the pilot program under which the Department of Veterans Affairs (VA) may accept donations of property or facilities from certain nonfederal entities (e.g., state authorities or private entities). The bill also removes the limit on the number of donations that the VA may accept under the program.

A BILL
To amend title 38, United States Code, to make permanent the pilot
program authorized by the Communities Helping Invest through Property
and Improvements Needed for Veterans Act of 2016, and for other
purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Communities Helping Invest through
Property and Improvements Needed for Veterans Act'' or the ``CHIP IN
for Veterans Act''.
SEC. 2. MAKING PERMANENT A PILOT PROGRAM ON ACCEPTANCE BY THE
DEPARTMENT OF VETERANS AFFAIRS OF DONATED FACILITIES AND
RELATED IMPROVEMENTS.
(a) Permanence.--
(1) In general.--Section 2 of the Communities Helping
Invest through Property and Improvements Needed for Veterans
Act of 2016 (Public Law 114-294, 38 U.S.C. 8103 note) is
amended--
(A) by striking subsection (i); and
(B) by redesignating subsection (j) as subsection
(i).
(2) Conforming amendments.--Such section is further
amended--
(A) in the section heading, by striking ``pilot
program on acceptance by the department of veterans
affairs of'' and inserting ``program to accept'';
(B) by striking ``pilot'' each place it appears;
(C) in subsection (a)--
(i) in the heading, by striking ``Pilot'';
and
(ii) by striking paragraph (3); and
(D) in subsection (h), by striking ``until the
termination date set forth in subsection (i)''.
(b) Transfer.--Section 2 of such Act, as amended by subsection (a),
is transferred to subchapter I of chapter 81 of title 38, United States
Code, inserted after section 8104, and redesignated as section 8104A.
(c) Conforming Amendments.--
(1) Typeface and style.--Section 8104A of such title, as
added by this section, is amended--
(A) in subsection (a)(1)--
(i) in the matter preceding subparagraph
(A), by striking ``of title 38, United States
Code, the Secretary of Veterans Affairs'' and
inserting ``of this title, the Secretary''; and
(ii) in subparagraph (B), by striking ``of
Veterans Affairs'';
(B) in subsection (c)(1)(B)(i), by striking ``of
Veterans Affairs'';
(C) in the enumerator, by striking ``sec.'' and
inserting ``Sec. ''; and
(D) in the section heading--
(i) by striking the period at the end; and
(ii) by conforming the typeface and
typestyle, including capitalization, to the
typeface and typestyle used in the section
heading of section 8104 of such title.
(2) Table of sections.--The table of sections at the
beginning of such chapter is amended by inserting, after the
item relating to section 8104, the following new section:
``8104A. Program to accept donated facilities and related
improvements''.
(d) Effective Date.--The amendments made by this Act shall take
effect on December 16, 2026.
