Mr. David Scott of Georgia (for himself, Mrs. McBath, Mr. Bishop, Mr.
Cohen, Mr. Goldman of New York, Mr. Johnson of Georgia, Mr. Kennedy of
New York, Ms. Norton, Ms. Titus, Mr. Walkinshaw, and Ms. Wilson of
Florida) introduced the following bill; which was referred to the
Committee on Agriculture, and in addition to the Committee on Education
and Workforce, for a period to be subsequently determined by the
Speaker, in each case for consideration of such provisions as fall
within the jurisdiction of the committee concerned

A BILL
To reduce State administrative costs for administration of both the
supplemental nutrition assistance program under the Food and Nutrition
Act of 2008 and the summer electronic benefits transfer program for
children under the Richard B. Russell School Lunch Act.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Bridge to Summer Nutrition Act of
2025''.
SEC. 2. INCREASED PAYMENTS TO STATE FOR ADMINISTRATIVE COSTS.
For each fiscal year in which a State operates the summer
electronic benefits transfer program for children under section 13A of
the Richard B. Russell School Lunch Act (42 U.S.C. 1762), the Secretary
of Agriculture shall pay to such State 90 percent of the monthly
administrative costs incurred in such fiscal year described for--
(1) the summer electronic benefits transfer program for
children in section 13A of the Richard B. Russell School Lunch
Act (42 U.S.C. 1762), and
(2) the supplemental nutrition assistance program in
section 16(a) of the Food and Nutrition Act of 2008 (7 U.S.C.
2025(a)).
