Creates a Joint Committee on Energy to be composed of twenty-four members. Provides that the joint committee shall select a chairman and a vice chairman from among its members at the beginning of each Congress.
Directs the joint committee to: (1) make a continuing study of the development, use, and control of all forms of energy; (2) examine current proposals for legislation relating to the development, use, and control of energy; and (3) review the policies and actions of the agencies of the executive branch with respect to the development, use, and control of energy. Enumerates the powers of the joint committee.
