Expresses the sense of the Congress that the State of Illinois and the city of Chicago should host in 1992 the official celebration of the five hundredth anniversary of the discovery of America. Authorizes the President to issue a proclamation calling on the people of the United States to join with the people of Illinois in observance of the quincentennial celebration of Christopher Columbus' discovery of American.
