Provides that no local educational agency's allocation under title I of the Elementary and Secondary Education Act of 1965 may be reduced for the fiscal year 1974 below its allocation for fiscal year 1973.
States that any such agency's allocation which would be reduced below the fiscal 1973 level shall be brought to that level by proportionately reducing the allocations of the remainder of such agencies. (Amends 20 U.S.C. 863)
