Provides for an exclusive remedy against the United States in suits based upon acts or omissions of United States employees. States that the United States shall not be liable for interest prior to judgment or for punative damages.
Authorizes the Secretary of Health, Education and Welfare, and the Secretary of Defense, to provide liability insurance for assigned or detailed employees of their departments.
