Child Development and Abuse Prevention Act - Directs the Secretary of Health, Education, and Welfare to establish the National Center on Child Development and Abuse Prevention in order to gather information with respect to the prevention, identification, and treatment of child abuse.
Authorizes the Secretary to make grants to, and enter into contracts with, public agencies or nonprofit private organizations for demonstration programs designed to prevent, identify, and treat child abuse and neglect.
Establishes a National Commission on Child Abuse and Neglect to investigate the effectiveness of existing child abuse and neglect reporting laws and the proper role of the Federal Government in assisting State and local public and private efforts to prevent child abuse. Directs the Commission to transmit to the President and to the Congress not later than one year after the first meeting of the Commission a final report containing a detailed statement of the findings and conclusions of the Commission, together with recommendations for legislation.
