A bill to amend title 28, Judiciary and Judicial Procedure, of the United States Code to provide for the membership of courts of appeals sitting en banc.

Directs that the membership of courts of appeals sitting en banc shall be consist of judges who are qualified to participate in the cases to be heard by the court en banc. (Amends 28 U.S.C. 46(c))
