Authorizes the President to use his authority under this Act, the Economic Opportunity Act of 1964, and the Emergency Employment Act of 1971, to enter into a contract or other arrangement with a private organization under which it will administer Federal programs designed to provide manpower training for persons whose primary language is not English.
