Basic Commodities and Energy Resources Mass Transportation Assistance Act - Authorizes the Secretary of Transportation to provide mass transportation assistance essential for the movement of basic commodities and energy resources to and from production areas and major distribution and processing centers. Defines the terms used in this Act. Authorizes appropriations totalling $350,000,000 to carry out the assistance provisions of this Act.
Authorizes the Secretary to guarantee loans made to railroads under this Act.
