A bill to confer jurisdiction upon the district courts of the United States over certain civil actions brought by the Congress, and for other purposes.

Confers jurisdiction upon the District Courts for the District of Columbia over civil actions brought by the Congress or its committees enforcing a declaration concerning the validity of any subpoena or order issued by Congress or its committees to any executive employee, including the President and Vice-President.
