A bill to amend the "Freedom of Information Act" to require consent of subject individuals before disclosure of personally identifiable information in certain circumstances.

Requires, under the Freedom of Information Act, the written consent of subject individuals before disclosure of personally identifiable information by government agencies. Definies "subject individual" as the individual whose name or identity is added to or maintained on an automated personal data system or a statistical-reporting or research system.
