A bill to amend the Social Security act to direct the Secretary of Health, Education, and Welfare to develop standards relating to the rights of patients in certain medical facilities.

Directs that the Secretary of Health, Education, and Welfare, in prescribing standards for skilled nursing facilities and intermediate care facilities under the Social Security Act, shall require that such facilities adopt and make public a statement of the rights and responsibilities of the patients in such facilities and treat their patients in accordance with the provisions of such public statement. Enumerates the guarantees of rights which must be included in such statements.

Provides that each facility make available a copy of the statement to each patient and provide appropriate staff training to implement each patient's right included in the statement.
