A bill to provide that all letters, memorandums, and other papers produced or acquired by any officer or employee of the United States in connection with the performance of his duties shall be the property of the United States, and to prohibit the sale or use for personal gain of such property.

Provides that all letters, memoranda, and other papers produced or acquired by any officer or employee of the United States in connection with the performance of his duties shall be the property of the United States. Prohibits the sale or use for personal gain of such property. (Amends 18 U.S.C. 641)
