Prohibits the expenditure of funds in connection with the deployment of any United States Armed Forces or any other military or paramilitary personnel under the control of or financed by the United States to conduct any military or paramilitary operation in, over, or off the cost of the Republic of Vietnam, the Democratic Republic of Vietnam, Cambodia, Loas, or Thailand.
Withholds the expenditure of appropriated funds for United States military assistance to the Republic of Vietnam during uany period that the Republic, in the opinion of the Secretary of State: (1) fails to comply with the provisions of the Agreement on Ending the War and Restoring Peace in Vietnam, or (2) fails to provide to its citizens the freedom of speech or the press, or the right of its citizens peaceably to assemble or to petition Government for a redress of grievances.
Prohibits the expenditure of appropriated funds to support any public safety or internal security program or any police or prison system in the Republic of Vietnam, Cambodia, Laos, or Thailand, or any such program or system in any foreign country during any period that such country, in the opinion of the Secretary of State, imprisons or similarly interns any of its citizens for political purposes.
