Reduces, under title II (Old-Age, Survivors' and Disability Insurance) of the Social Security Act, from 72 to 70 the age at which deductions on account of an individual's outside earnings will cease to be made from benefits based on such individual's wage record. (Amends 42 U.S.C. 403)
