A bill to amend title 38 of the United States Code to provide pension benefits for widows and children of certain persons who in-service death occurred not on the line of duty.

Defines the term "veteran," for purposes of providing pension benefits for widows and children, as including a person who has completed at least two years of honorable active military, naval or air service, but whose death in such service was not in the line of duty.
