Revises the Federal Aviation Act of 1958 by providng that any air carrier may grant reduced-rate transportation to individuals 21 years of age and younger and to individuals 65 or over.
Prohibits any air carrier from reserving any seating capacity in interstate or overseas air transportation at the request of any person unless such request is accompanied by a deposit of not less than one fourth of the established tariff for such air transportation.
Prohibits the overbooking of seating capacity by any air carrier.
