Food Commodity Program Amendment - States that, notwithstanding any other provision of law: (1) funds available to purchase without regard to the provisions of any existing law governing the expenditure of public funds, agricultural commodities and their products to maintain or increase the traditional level of assistance for food assistance programs as are authorized by law, including but not limited to school lunch, nonprofit institutions, Indian reservations not requesting a food stamp program, supplemental feeding, and domestic relief distribution, and (2) the funds of the Commodity Credit Corporation shall be used to purchase agricultural commodities and the products thereof under the Agricultural Act of 1949 to meet such requirements.
