Permits the presumption that diseases and injuries, which became manifest to a degree of 10 percent, of former prisoners of war shall be considered to have been service connected disabilities, if while held as such a prisoner, the veteran suffered from dietary deficiencies, forced labor, or inhumane treatment (in violation of the terms of the Geneva Convention).
