A bill to clarify the jurisdiction of certain Federal courts with respect to public schools and to confer such jurisdiction upon certain other courts.

Provides that Federal courts shall not have jurisdiction to hear or decide cases or controversies involving the public schools.

Provides that the jurisdiction of the Federal courts terminated by this Act shall vest in the State courts.
