Makes it unlawful, under the Interstate Commerce Act, for any railroad to refuse to transport any refrigerator car because of the fact that such car is owned or controlled by a shipper or a nonrailroad owner.
Makes it the duty of every carrier by railroad to handle all refrigerator equipment in the same manner and subject to the same rules and regulations, regardless of whether such equipment is owned or controlled by railroad or nonrailroad interests.
