Directs the Postal Rate Commission to annually prepare and submit to the President a separate budget of the Commission's expenses, including, but not limited to, expenses for facilities, supplies, compensation, and employee benefits. Specifies that the President shall include the budget of the Commission, with his recommendations but without revision, as a separate item in the budget submitted to Congress.
Stipulates that the Commission shall determine the date or dates on which new rates, fees, mail classification schedules, and changes in the schedule shall become effective, and such decisions shall not be subject to approval, allowance under protest, modification, or rejection by the Board of Governors of the Postal Service.
Provides for changes in the organizational structure of the Postal Rate Commission. Establishes the Postal Rate Commission as an independent establishment of the executive branch of the Government of the United States.
Sets forth criteria for the promotion or transfer for postal service officers and employees.
Authorizes to be appropriated to the Postal Service for reimbursement for public service costs an amount not more than 20 percent of the total operating expenses of the Service for the immediate preceding fiscal year.
