Provides, under the Rail Passenger Service Act of 1970, that, prior to a change of railroad rates, fares, charges, or service or discontinuance of service by the National Railroad Passenger Corporation, a public hearing be held in the State in which such change is to occur if requested by a majority of the total number of United States Senators and Representatives or the Governor of such State.
