A bill to repeal the Emergency Daylight Saving Time Energy Conservation Act of 1973, and to provide for daylight saving time for 8 months during each calendar year.

Repeals the Emergency Daylight Saving Time Energy Conservation Act of 1973. Provides for daylight saving time for eight months during each calendar year (from the last Sunday of February to the last Sunday of October).
