Coastal Zone and Energy Production Coordination Act - States that it is the purpose of this Act to insure that the coastal States affected by the increased commercial and industrial activity in the coastal zones related to the exploration and development of energy resources shall have the capacity to perform the functions required to coordinate energy-related development in their coastal areas.
Provides that five percent of the Federal revenues from the Outer Continental Shelf Lands Act shall be paid into the Coastal Zone and Energy Production Coordination Fund to be established in the Treasury for grants to qualifying coastal States.
Provides that any coordination program shall include a method for: (1) identifying sites for given energy-related facilities or activities; and (2) economic, environmental, social, and cultural analyses of the impact of such facility or activity on the surrounding areas.
