Flexible Hours Employment Act - States that it is the policy of the United States Government that, unless adjudged impossible by the Secretary of Labor, at least 10 percent, over a five year period, of the positions at each and all levels in all executive agencies shall be available on a flexible hours employment basis for persons who cannot work or do not desire to work full time. Requires each executive agency to adopt and maintain procedures, continuously conduct activities and projects, and undertake such other efforts as may be appropriate to carry out the policy of this Act.
Requires the Secretary to report annually to the Congress on the procedures, activities, projects, and other efforts undertaken to carry out the policy of this Act.
